ILSWA strives to be an advocate for sound public policy and present a unified voice for the wireless industry. Often times, we are faced with serious regulatory matters that affect carriers, infrastructure providers and vendors. Over the past year, the ILSWA Regulatory Committee worked together with regulatory attorneys from every major carrier throughout the state with very successful results. In Peoria, for example, the City signed a contract with a municipal consultant, CMS and had been attempting to amend their wireless ordinance for over a year to implement CMS’ “model wireless ordinance”, which includes many provisions that are extremely burdensome to the wireless industry. While the industry has been successful in preventing the implementation of the CMS ordinance, the City (based upon recommendations from CMS) has significantly raised the permit application fees. We are currently waiting to see the impact of these fees and continue to negotiate with the City.ILSWA has also successfully defeated an Amendment to the County Zoning Code which would have changed the zoning classification of the properties that directly bordered residential zoning districts to a residential classification for purposed of siting towers. This would have made it extremely difficult to site new towers in unincorporated counties across the state. We have also worked closely with 2 state representatives who have proposed changes to the County Zoning Code on notice provisions to residents in unincorporated areas of a county within a 1 ½ miles of a municipality – while more detailed, these notice provisions are certainly not onerous. The final legislation will be posted on the website when it becomes available. Finally, earlier this year, our President, Frank DiVito, testified in front of the Illinois House Telecommunications Committee in Springfield. He had the opportunity to speak to many new members of the committee about the benefits of wireless technology and the need for rapid deployment of wireless infrastructure. Look for more legislative updates in the coming months.

Misericordia Donation
On December 21, 2010, ILSWA made a charitable donation to Misericordia Heart of Mercy in the amount of $15,000. This donation was made possible by our member’s and event sponsor’s generosity.Misericordia Heart of Mercy is a Chicago organization that provides housing, care and education to over 600 residents of all ages with physical and developmental disabilities. With the support of volunteers and the generosity of organizations like ILSWA, Misericordia continues to work toward a bright future where persons with disabilities achieve maximum independence and realize their fullest potential – in an environment of dignity, challenge, respect and spirituality. They truly are making a difference; and so have you. So on behalf of everyone at Misericordia, ILSWA would like to say “Thank You” for your generosity.
